New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was signed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King assembled a task force in 1990 to draft a contract with New Mexico Native tribes. When the working group arrived at an accord with 2 prominent local bands a year later, the Governor declined to sign the agreement. He held up a deal until 1994.
When a new governor took office in 1995, it appeared that Amerindian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Amerindian tribes, anti-gambling groups were able to hold the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, therefore denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full compact between the Government of New Mexico and its American Indian bands. Ten years had been burned for gambling in New Mexico, which includes American Indian casino Bingo.
The nonprofit Bingo industry has increased since 1999. In that year, New Mexico charity game providers brought in only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo earnings have grown constantly since then. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the operators.
Bingo is clearly popular in New Mexico. All types of providers look for a bit of the pie. Hopefully, the politicos are through batting around gambling as a hot button factor like they did in the 1990’s. That’s without doubt hopeful thinking.
